One of the important keywords in the era of the 4th industrial revolution is disclosure and common sharing with the public. In the past, due to information asymmetry, the confrontation or symmetric structure (between the group that possesses information and the group that does not) seemed to have formed the basis of society. This means that information has reigned as power. Among them, when secrets are shared, they have a more intimate and strong sense of solidarity and homogeneity, and through this, the so-called elite cartel would be formed. This underscored the importance of the network. Further, academic or local networks would be added. Thus, the sharing of information was limited. But now the paradigm is changing. The representative example will be the blockchain. In the past, it was a social system which would relied upon the trustworthiness of a particular person. It is changing into a social system that relied on the more decentralized system, which would be based on the advanced technology which is called a blockchain system.

In this respect, I also cannot help but admire the advanced idea of the patent system in the field of intellectual property. That is, the basic structure of the patent system guarantees exclusive right to use the patented technology for a certain period of time in return for the public disclosure of the patented technology. Also, open innovation and open source software are in the same context. This is because they are moving toward utilizing collective intelligence through collaboration with external resources rather than the limited internal one within the company.

As such, patents, open innovation, open source software, and blockchain is bringing a lot of lessons to us. If possible, policy makers in the public sector also need to preemptively accept such a paradigm shift. In other words, if public sharing is activated in the process of establishing, executing, and feedback of major policies, the synergistic effect of enormous collective intelligence would be doubled. And even in various group activities, such a paradigm shift is absolutely necessary. This is because it is necessary to disclose the group's plans and all business processes to seek overall understanding and furthermore, to set a wise direction through collective intelligence. In that respect, in principle, all meetings, etc. need to be made open to the public to the extent possible. In addition, the execution of expenditures by the executives of the public corporation should also be disclosed to the public, and furthermore, the accounting documents should be developed into a system that ensures more transparency in line with international standards and 

would be proceeded to the external audits as well.

This is because, in the case of accounting documents of a significant number of organizations, the transparency appears to be still insufficient. In this respect, some public corporations have improved a lot. In the case of some public company, the corporate card details of the president, managing director, and auditor are all disclosed on the website, so this introduction of the advanced public sharing system should be expanded to more organizations.

I would also like to introduce another benefit of public sharing. This is because public sharing can have a more marketing effect and can be a good strategy for enhancing professionalism. A good example is the case where a company discloses its own technology without applying for a patent for a specific technology. This is because it can induce a loss of novelty and will have a effect to prevent a competitor's patent application using this kind of technology. Also, in the case of people I know, it is said that they were able to grow as experts through this kind of disclosure process. He told me that he suffered so much while working on a specific task due to lack of information. And he decided to disclosure all the information which he knows, by publishing the work manual to the company bulletin board in order to prevent this kind of trouble. Then, all the experts at all branch offices across the country who had seen this bulletin and it resulted in that he had a good knowledge in that fields. After that, they continued to ask him all their difficulties and questions during their working. As a result, he studied further in the process of answering the question, and was finally able to establish himself as a famous expert in that field. The act of promoting public sharing in good faith has become a great driving force for his reputation as an expert. Of course, there may be some differences depending on the field or case, but there are many implications from this case.

In the digital age, it is necessary to face the fact that we are now  facing with an infinite virtual world( metaverse?) where barriers such as borders and places and time are also broken down. Accordingly, it is of utmost importance to secure competitiveness by utilizing collective intelligence through efforts to disclose and share information all together. In other words, I would like to expect that all of us will be able to find future growth engines through the construction of their own creative platforms under the new paradigm of disclosure and common sharing in all areas, including public areas and private ones as well.

제4차 산업혁명시대에서 중요한 키워드 중의 하나는 공개공유다. 과거에는 정보의 비대칭성으로 정보를 보유하는 그룹과 이를 가지지 못한 그룹 사이의 대립 내지 대칭구조가 사회의 기조를 이룬 것으로 보인다. 정보가 권력으로서 군림해 온 셈이다. 이 중에서도 비밀을 같이 공유하는 경우 상호 더 친밀하고 끈끈한 연대의식과 동질의식을 가지게 돼 이를 통해 소위 말하는 엘리트 카르텔이 형성된 것이다. 이는 곧 네트워크의 중요성을 강조하게 됐다. 여기에 학연, 지연 등까지 가세해 정보의 공공화 내지 공개공유가 제한된 면이 있다. 그러나 이제는 패러다임이 바뀌고 있다. 그 대표적인 사례가 바로 블록체인이다. 과거에는 신뢰할 수 있는 특정인에게 그간 그가 보여준 신뢰성을 믿고 미래에 대한 신뢰성과 안정성을 맡기는 사회시스템이었다면 이제는 특정인이 정보를 독점하는 것이 아니라 모든 정보를 다 같이 공개공유함으로써 정보의 조작이나 훼손을 근원적으로 방지하는 사회시스템 즉 블록체인 체제로 바뀌어 나가고 있는 것이다.

이런 측면에서 지식재산분야의 특허제도의 선진적인 착상에 대해서도 자못 감탄하게 된다. 즉 특허제도의 기본구조는 특허기술을 일반에게 공개하는 대가로 일정 기간 동안의 독점적인 사용권한을 보장하기 때문이다. 또한 오픈 이노베이션과 오픈소스 소프트웨어 등도 역시 동일한 맥락이다. 회사 내부에 한정하지 아니하고 회사 외부자원 들과의 협업을 통해 집단지성을 활용하는 방향으로 나아가고 있기 때문이다.

이와 같이 특허, 오픈 이노베이션, 오픈 소스 소프트웨어 및 블록체인이 우리에게 시사하는 바는 실로 크다. 가능하다면 공공분야의 정책당국자도 이와 같은 패러다임의 변화를 좀 더 선제적으로 수용할 필요가 있다. 즉 주요 정책의 수립, 집행 및 피드백 과정에서 공개공유를 활성화한다면 엄청난 집단지성에 의한 시너지효과를 배가할 수 있기 때문이다. 그리고 각종 단체 활동에 있어서도 이와 같은 패러다임의 전환은 절대적으로 필요하다. 단체의 계획이나 모든 업무진행과정을 공개해 전체 이해를 구하고 나아가 집단지성을 통한 현명한 방향을 설정할 필요가 있기 때문이다. 그런 측면에서 모든 회의 등은 원칙적으로 공개할 필요가 있다. 그리고 집행부의 자금집행 역시 일반에게 공개를 하고 나아가 회계서류 역시 국제기준에 맞게 투명성이 좀더 보장되고 나아가 외부감사를 자진해 받는 시스템으로 발전돼야 한다.

상당수의 단체들의 회계서류의 경우에 그 투명성이 아직도 미흡한 면이 적지 않기 때문이다. 이런 면에서 일부 공기업의 경우는 그나마 많이 나아진 면이 있다. 필자가 감사로 있었던 모 공기업의 경우에 사장, 전무 및 감사의 법인카드내역을 다 홈페이지에 공개를 하고 있어서 이와 같이 선진 공개공유제도의 도입은 다른 기관이나 단체에서도 본받을 만하다고 느꼈다.

또한 공개공유의 또 다른 이점을 소개하고자 한다. 공개공유를 통해 좀 더 마케팅효과를 가질 수 있고 나아가 전문성을 제고하는 데에 좋은 방책이 될 수 있기 때문이다. 기업에서 특정기술의 경우 이를 특허신청을 하지 아니하고 그 자체 기술을 공개하는 것이 좋은 예다. 이를 통해 신규성의 상실을 유도해 경쟁회사의 해당기술을 이용한 특허출원을 방지할 수 있기 때문이다. 또한 내가 아는 사람의 경우는 공개를 통해 자신이 전문가로 성장할 수 있었다고 한다. 그분은 특정업무를 하면서 너무 고생을 많이 해서 후임자는 이런 고생을 하지 않도록 하기 위해 자신이 그간 정리한 업무매뉴얼을 회사게시판에 공개했다. 그랬더니 이를 본 전국 모든 지점의 모든 전문가들이 이를 보고 그 전문성이 높다고 생각하게 됐다. 이후 자신들이 업무를 하면서 애로사항이나 궁금한 점을 모두 그분에게 계속 물어 보게 된 것이다. 이에 따라 그분은 이에 대한 답을 하는 과정 등에서 공부를 더 하게 됐고 마침내 그 분야에 유명한 전문가로 자리매김할 수 있었다고 한다. 선의로 공개공유를 도모한 행위가 전문가로 명성을 떨칠 수 있는 큰 원동력이 된 것이다. 물론 분야나 사안에 따라 다소 다를 수 있겠으나, 이 사례가 시사하는 바는 적지 않다.

디지털시대에는 국경 등 장소나 시간 등의 장벽도 허물어지는 무한의 가상공간에 직면하게 된다는 사실을 좀더 냉정하게 직시할 필요가 있다. 이에 따라 다 같이 정보를 공개하고 공유하려고 하는 노력을 통해 집단지성을 얻는 방법으로 경쟁력을 확보하는 것이 무엇보다도 중요하다. 즉 공적영역이나 사적 영역 등 모든 영역에서 공개와 공유라는 새로운 패러다임 하에서 각자 나름대로의 창조적인 플랫폼의 구축을 통한 미래 성장동력을 찾기를 기대해 본다.
