280 Global Project: Roundabout as alternative traffic system

I would like to introduce two interesting transportation systems that I had experienced on a business trip to Europe. First, I had an amazing experience in England. In London, the road is narrow overall. The automobile was introduced in the era of the industrial revolution. Then there was a strong reaction from the carriage owners. Therefore, the speed of the car was not allowed to exceed the speed of the wagon by horses. And it is a famous anecdote that a person like a coachman to guide the car stood in front of it.


However, due to the high volume of traffic on the narrow road, traffic jams was frequent. In the case of London, in order to maintain the beautiful appearance of ancient buildings, changes in the appearance of buildings are not permitted to the extent possible. Therefore, the subway was well developed in London from an early age. In other words, public transportation developed earlier than any other country. In addition to this historical background, another interesting fact was discovered. Several dozen-story buildings were under construction in the city center, and I was very surprised that there was no parking lot. Of course, this was a rather extreme case. Even big buildings in central London have not many parking facilities. Therefore, the parking fee is quite high. People in London told me that it would cost almost £1,000 a month (about 1.47 million won) to secure a fixed parking space.


It was later found out that it was because there was no compulsory parking space for buildings in downtown London. Even if there is no parking lot in the building, the building permit is issued. It was quite shocking for me. Then I wondered how the people who worked in the office building would park their cars.


The British government has developed a rather unique and novel policy to prevent traffic congestion in downtown areas. In other words, in the case of office buildings in the city center, it was induced to have no parking lot. This shift in thinking prevented cars from being brought to the city center indirectly. This policy encouraged citizens to naturally take the train or train to work in the suburbs of London.


Another surprising experience was the crossroads across Europe. There were no intersections due to crossroad traffic lights, such as in the United States or Korea. Almost all intersections were roundabouts. Depending on the traffic volume, the circle of the roundabout will be different in terms of the size. It felt a bit uncomfortable at first. However, as time goes by, it appears that there is an advantage in that there is no need to otherwise wait for a traffic signal. In other words, the flow of traffic was made to flow naturally.


It was interesting to see the traffic around the roundabout by slowing down and yielding to each other in harmony. In terms of fuel consumption, it was also advantageous. And it was a system that could completely eliminate the risk of a major traffic accident. This is because even if a traffic accident occurs at such a roundabout, it can only be a minor accident because all of them reduce their speed and operate while understanding the flow of vehicles around each other. It seemed that air pollution caused by idling in the air at traffic signals could also be reduced. 


Of course, there will be pros and cons to each other between the intersection method using traffic signals and the roundabout method which is more common in Korea. However, above all else, in terms of preventing air pollution caused by idling and preventing serious traffic accidents, roundabouts seemed to be more advantagous. In this context, I think it is necessary to at least seriously consider whether to introduce the roundabout methods. 


 유럽 등의 출장에서 느낀 두가지 흥미로운 교통시스템을 소개하고자 한다. 먼저 영국에서 놀라운 경험을 한 적이 있다. 런던은 과거 마차 통행로를 현재 차도로 이용해 전반적으로 도로가 좁다. 산업혁명시대에 자동차가 도입되었다. 그러자 마차업주들의 반발이 심했다. 그래서 자동차의 속도는 마차의 속도를 넘지 못하게 하였다. 그리고 자동차 앞에 이를 안내하는 마부와 같은 사람이 서 있도록 한 것은 유명한 일화이다.


그런데 좁은 길에 교통량이 많아져서 교통체증이 빈번하다. 런던의 경우 고대건물의 아름다운 외관을 유지하기 위하여 건물 외형의 변경은 가급적 허용하지 않고있다. 따라서 런던에는 일찍부터 지하철이 잘 발달됐다. 즉 대중교통수단이 그 어느 나라보다도 일찍 발전해온 것이다. 이런 역사적 배경 말고도 또 다른 흥미로운 사실을 발견하였다. 도심내에 몇십층 건물이 건축중이었는데 주차장이 하나도 없다는 사실에 크게 놀랐다. 물론 이는 다소 극단적인 경우이기는 하다. 런던 중심가 높은 빌딩의 경우 주차시설이 있기는 하다. 그렇지만 그 주차비가 상당하다. 고정주차공간을 확보하려면 한달에 거의 1000파운드(약 147만원)에 달한다고 했다.


나중에 알고 보니 런던시내에서 건물이 의무적으로 보유해야할 주차장 면적이 없기 때문이라고 한다. 빌딩 내에 주차장이 없어도 건축허가를 내준다는 것이다. 필자로서는 가히 충격적이었다. 그렇다면 그 사무실 빌딩에서 일하는 사람들이 차를 어떻게 주차할 것인지가 궁금했다.


영국 정부는 도심지의 차량혼잡을 방지하기 위하여 좀 독특하고 신기한 정책을 전개했다. 즉 도심내 오피스빌딩의 경우 주차장이 없도록 유도했다. 이 같은 발상의 전환을 통하여 간접적으로 도심 중심지까지 차를 가져오지 못하게 한 것이다. 이러한 정책은 시민들이 자연스럽게 런던 근교에서 전철이나 기차 등을 타고 출근하도록 유도했다.


또 다른 놀라운 경험은 유럽 전역의 교차로였다. 미국이나 한국과 같은, 사거리 교통신호등에 의한 교차로는 없었다. 거의 대다수 교차로가 회전 교차로였다. 교통량에 따라 그 회전교차로의 원이 클 따름이다. 처음에는 다소 불편하게 느껴졌다. 그러나 시간이 지날수록 교통신호를 위하여 달리 대기할 필요가 없는 이점이 있었다. 즉 교통의 흐름이 자연스럽게 이어지게 만든 것이다.


회전교차로 근처에서 속도를 줄여 주위 교통을 보고 서로 양보하면서 조화롭게 이루어지는 것이 신기하였다. 연료소비 측면에서도 유리하게 보였다. 그리고 큰 대형 교통사고의 위험성도 완전히 해소할 수 있는 시스템이었다. 이와 같은 회전교차로에서는 교통사고가 발생해도 모두 속도를 줄이고 서로 주변 차량의 흐름을 파악하면서 운행하기 때문에 가벼운 접촉사고에 불과할 수 밖에 없기 때문이다. 교통신호 대기 중의 공회전에 따른 대기오염도 줄일 수 있을 것 같았다. 그리고 교차로가 단지 사거리일 필요도 없었다. 오거리 아니 육거리 그 이상도 가능하였다. 그리고 이렇게 운행하여도 아무런 불편을 느낄 수 없게 운영되었다.


물론 한국의 교통신호에 의한 교차로 통행방법과 회전교차로에 의한 방법은 서로 각자의 장단점이 있을 것이다. 그러나 무엇보다도 공회전에 따른 대기오염방지, 그리고 대형교통사고 예방 차원에서는 회전교차로가 해답으로 보였다. 물론 한국의 여러가지 여건을 따져 수용여부가 판단되어야 할 것이다. 그러나 적어도 진지하게 교차회전로 도입여부를 검토할 필요가 있다고 본다. 모든 교차로에 이를 적용하는 것은 무리이고 어려울지 모른다. 그러나 상당부분 회전교차로로 대체될 수 있다고 본다. 이에 대한 공론화 작업이 필요해 보인다.


차제에 도심지역에서 차량운행을 더욱 제한할 필요성이 있다. 가능하면 대중교통을 좀더 활성화하고, 나아가 자전거 등의 통행을 본격적으로 활성화할 필요도 있다. 그리고 무엇보다도 교차로에서의 대형사고 방지를 위해 회전교차로를 가능한 한 도입하는 것을 제안하고자 한다. 문제가 있다면 시행하면서 이를 보완하면 될 것이다.
